Job Responsibilities

Under general direction, independently performs complex engineering work which encompasses responsibility for the design and development of all engineering projects for the Department within Region V. Serves as a lead worker to lower level Civil Engineers.


  1. Serves as project leader and contract officer for approved design and construction jobs; serves as Department representative in meetings associated with non Natural Resources personnel; serves as chief inspector on construction projects, inspects to ensure compliance with specifications, State standards, and monitors work of consulting engineers on projects.
  2. Conducts studies of complex engineering problems, includes scope development, investigations and inspection, preparation of reports with management recommendations, problem solutions, cost estimates, alternatives, health and safety relationships and operational consequences.
  3. Reviews and/or prepares complex Architect and Engineering project specifications and plans; directs and assists engineering technicians, engineers, draftsmen and clerical personnel in preparing documents; assists with inspections, design reviews, and progress meetings.
  4. Serves as designated lead worker, assigns and reviews work; provides input into performance evaluations; reviews activity reports prepared by staff; approves time off.
  5. Provides facility managers with general technical assistance on non-assigned problems and assists manager in reaching solution using operational funds, or in the development of capital scopes for presentation to higher level management.
  6. Develops designs including specifications for projects, directs the work of technicians, engineers, and draftsmen in the preparation of layouts, diagrams, directs and assists correspondent in preparing contract documentation.
  7. Designs and develops projects from idea inception to completion; works with regional landscape architects, regional land managers, site superintendents and fiscal officers; investigates project feasibility, proposes alternatives, and develops cost estimates; requests funding or funding changes from fiscal officer.
  8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Knowledge, Skills, and Abilities
  • Requires knowledge, skill, and mental development equivalent to completion of four years college culminating with a bacholor's degree in civil engineering.
  • Requires possession of Illinois Certificate as a Registered Professional Engineer.
  • Requires four years of professional civil engineering experience.
  • Requires extensive knowledge of civil engineering theory, principles and practices.
  • Requires possession of valid drivers license.

Requires possession of a valid appropriate driver's license and the ability to travel.
Education Degree
  • Requires knowleddge, skill and mental development equivalent to completion of four years of college culminating with a bachelor's degree in civil engineering.
  • Requires possesion of an Illinois Certificate as a Registered Professional Engineer.
